Why don't you add the other series impedances to calculate fault current at transmission line and load side...
Correct, the fault current can be calculated as per actual fault location (OHTL, UGC, GIL), further in case of line to ground, it also depends on whether fault is through the wooden pole or steel pole, consideration of other parallel conductors like shield wire/OPGW etc.

creepage considered for substation equipments (insulator) like 31mm/kV
