The rule set states DURING. Unless there's a ruling that states youre in the race still after you finish. For example, you cant get out of the pool at all until all lanes are done. BOTH lanes were finished. there is no way there is interference to any of the lanes he was in. he should get a lawyer to have this overturned. Thats life and career changing bull **** right there.
