Why are these sounds not recorded when they really happen on stage while filming?
They try their hardest not to capture it! On set they just want to record the dialogue as cleanly as possible as that's usually the main element that drives the plot and story forward. Other sounds could reduce the clarity of it and would mean that you in the audience might not be able to hear what's being said. In post production the aim is to have separate sounds for all these little extra details, which gives the mixer/director/producer control over how audio shapes the story as a whole

at the end sounds are too loud, u must also variate level for them, pencil sound hit is not as loud as hands exp.
If I'm not mistaken, that was just the raw foley recordings played together. From here you would take it into your DAW of choice, and tweak each sound to make sure it was just right.
it was raw yeah, but It was already recorded great! the tracking levels are spot on as raw

No one said that. Sound effects such as background people talking, rain and such are done post filming because it could otherwise disturb the voices or sounds of the main characters.
