I thought syndicated shows were Fox, UPN, The WB or independent (depending on the program). I saw Adventures of Sonic the Hedgehog as a Fox show (my local Fox affiliate WTAT 24 in Charleston, South Carolina, my local UPN affiliate KRRT 35 cable 7 in San Antonio, Texas aired it as part of Bohbot's Amazin'! Adventures block on Saturday Mornings and my local UPN affiliate WMMP 36 in Charleston, South Carolina aired it on the BKN Kids Network block).
But since this is one of the Universal shorts, this isn't considered Canon. Canon referring to collection of shorts Disney produced, considering that Disney's the only one actually doing anything with Oswald.
