See, as I look in this rule of two, Darth Maul had it right. Dude was giving the sith a purpose. All Palpatine did was use apprentices as puppets for his own goals, not the goals of the sith legacy. He and Darth Krayt, hell Darth Plagues get added in this as well; are Rule of One. Nothing lasts forever so they ended up losing and essentially destroying the Sith itself. Only with the rule of 2 does the Sith Manage to actually hold. Maul wanted to be in control of the Criminal Underworld, which would have been way better, and he probably would have taught Savage everything he knew if he wasn't killed off by Palpatine.
