State owned equipment that is outfitted identically. It is then distributed to departments that apply, with the expectation they will staff it when requested for mutual aid. There is a rotating list of what strike team is called first, but in theory, they could all be requested simultaneously for a large fire or earthquake. They all come full of equipment extrication, rope, medical, woodland and structure firefighting, etc. Fire departments can use the oes owned equipment in district as a backup. The state reimburses the local departments for all operating expenses.
