Upgrade the tracks to class two from one so the Tiggy can travel at 25 mph, the speed of the VTA and Muni in Silicon Valley and San Francisco, have stops from the terminus points at either end, Pajaro Junction and Swift Street in Santa Cruz, and going south, Bay St., Perhaps Laurel and Chestnut for downtown Santa Cruz, Dream Inn, Boardwalk Casino, Seabright/Yacht Harbor, 17th Ave., 41st Ave., Capitola Village, New Brighton (shuttle for Cabrillo students there), Seacliff, Aptos Village, Clubhouse Dr. and Sumner, Seascape Resort, La Selva/Manresa, Watsonville Walker and Beach Street. That's 15 stops and two terminal stops. Replace or retrofit the trestles. Should cost no more than $100 million, far cheaper than widening the freeway: $10 million for track upgrade to class two, which entails rock replacement and tie replacement, $70 million for the trestles, another $20 million for replacing some rail and adding parking spaces at some of the stops where it would be necessary, such as in Watsonville and Pajaro Junction. Most people will be able to walk or bike to stops in mid county and Santa Cruz. All stops will have connecting bus lines.
