If you're going to use a 100V grinder, reduce the voltage before connecting the dimmer. Without reducing it, the maximum voltage will be 220V. If you're not careful, it can burn out.

You have to regulate the minimum voltage. You do it by adjust the screw on that blue cube on the left

Actually, this battery is setup as a 1S5P, so no balancing is required. Meaning, 1series, & 5parallel = 3.7VDC (nominal) & 10AH; assuming each cell is 2000mAh (2AH). Batteries setup in parallel will safely balance themselves (assuming they are of the same battery chemistry/voltage). Only when Li-Ion cells are configured to multiple series connections, do they require to be balanced.

If you already have 3S 12V batteries, it is better to use a 12V BMS card with balancing.

No, its current control, not the voltage. If you remove the output (lamp), check the voltage with multimeter... It will not change. So it's not voltage controller, its a dimmer (current controller)
