I'd say North Korea on the whole is the most terrifying prison. It isn't just Camp 22, Camp 14, and what not, the entire country of North Korea is one huge open air prison. People are even reporting perimeter electric fences being built all around the entire outer edge of North Korea, with a goal of enclosing the entire country like a supermax prison. And Kim Jong-Un is the current warden of North Korea.
