I think they’re only stored in the ipa when created the ipa, if your distributing them through the AppStore then when you download the ipa it’s not in there, it’s hosted on the Apple servers separately. I’m not 100% sure but it wouldn’t make sense to have on demand resources in the ipa.

How about, you save the key in the keychain after download On-Demand Resource ?so you dont need to download again and key is secure on the keychain

Loggers will not impact release mate , but if their are crucial info like json response or some specific ids then it’s a good practice to avoid using any logger parameter on the release version as it may get backtrack . It not just info if warning or debug also have crucial keys then remove them during release, else keep it Hope it answer your question
