It's certainly untrue to say that Padmasambhava was "called to Tibet to bring Buddhism to the people." He may have been a living Buddha but he was definitely no Buddhist (which is merely an institutionalization & rigidification of what cannot be transmitted through mere doctrine or dogma). Yes, he had the ability & courage to dispel demons (which he recognized as unwholesome propensities generated by ignorant & egocentric humans, possessed by base tendencies). But he did so out of annoyance with the petty, trivial & banal concerns of society. "Converting" people to Buddhism was NEVER his intention. He simply wished to demonstrate (demon-strate if you like) that true liberation was not only possible but absolutely necessary - however, it can only be achieved on an individual basis, through courage & integrity, not by collective ritual.
