Having little knowledge and ZERO experience in competition myself, I can only share my opinion... Was there an "advantage" to where your foot landed while shooting? I don't think so. However, I think the rule lends to too much ambiguity and should be simplified. It should state any shooter who at any time steps ON or OVER the line sould impart a penalty. That way there's significantly less room for argument and it would hopefully lead to more control throughout the stage(s). Kind of like Tennis, any part of the ball touches the line and it's out!
