These guys hit the balls really well. The only surprising thing is the extreme foot fault. When they serve, they obviously step way inside, past the baseline and no one's calling it. Why? Is it because no one knows the rules? Or, maybe they're playing something else, not tennis.

in BISAYA tennis is it allowed to serve FOOTFAULT?

The international rules of tennis--specifically regarding foot faults--do not apply when playing in the Philippines. All four players (and the chair umpire) must have agreed that foot faults are acceptable. How soon before players are serving from inside the service line?
