That is the dynamo. It uses steam to power a small turbine attached to a generator. That is how the lights on the locomove are powered. It is accurate.

What you're hearing is the dynamo! It's a small steam generator that provides electricity for the headlight. On this decoder it's mapped to the headlight key by default. You'd need to remap certain functions to disable the dynamo sound.
