From what I understand, Foxy can show up any night, but the expectation is the player would be using their cameras a lot on Night 1, and because of that, Foxy wouldn't be able to get far enough out of Pirate's Cove to attack the player that night. So players may see Foxy peeking out of Pirate's Cove, but not know what to do until it's explained by Phone Guy on Night 2. Though, players who are more conservative with the cameras will probably run into Foxy even on Night 1.
