I called artillery on her position two times and that triggers the cutscene. Alternatively, you can check the central buildings and columns with night vision and some highlighted sections can even be destroyed with a sniper rifle. Two times and that also works.

There is in fact a cutscene in which it is stated that quiet wearing the clothes even developed clothing for her she hates it and finds it stifling to breathe in as master miller puts it as quiet proceeds to shred the clothing off and return to her bikini cladness and shear stockings
