The idea is good, the graphic design of hots is much better suited for Warcraft than in Re Forge. But the author of the mod, as I understand it, has only used ready-made material from hots, will the author be able to do something besides this?

looks good, fun and better than reforged art, but to me this is also (alongside with reforged) a different game rather than a remaster of Wc3. An actual remaster would have the same art and sounds from the original, just with better res, quality and etc. Not a new design or rework inspired on it. I feel the same about WoW and HotS. None of that is actually Warcraft 3 continued/extended/whatever in any sense, it's all some type of non-canon alternative timeline thing. It's not necessarily bad or anything, just doesn't belong in the Wc3 bucket at all.
