I did my BTech Civil from NITK Surathkal and MTech Structure from oldest Engineering College in Asia IIEST Shibpur Howrah got placed in L & T Ramboll Consulting Engineers Ltd., Chennai. My Friends are working in Germany, Malaysia, Australia and Singapore with Indian MTech Degree from IIEST and NITK Surarhkal. So you need not do Double MTech & MSc Degree from Germany. If your good you can go anywhere in the world just clear their Licesnse Professionals Engineer Exam of particular country. These are the oldest Engineering college in India. IIT Roorkee, IIEST Shibpur ( Earlier it was University of Calcutta) , College of Engineering Guindy, IISc Bangalore, COEP Pune they all started as civil engineering college and have reputed alumni in civil and other engineering branch. Father of Tall Building was from IIEST Shibpur.

Very nice explanation, especially that cables are in tension (as they must always be) and that the pylons are in compression. It would seem that arch bridges always have greater weight and require more material to build. A discussion of this point would be great.
