For my game, I never make hair in Blender, because that would fry people's PC and make the game perform horribly. Instead, I make a surface existing of just a few polygons - and then I use the setting "colour bump" (texture) to make it look like fur or a haircut, without each individual hair being modelled! :-D Especially for something as tiny as a toothbrush, you REALLY don't want to make each individual hair exist of polygons. Nobody in the game will notice that toothbrush, but it will fry your PC. Just make the brush part a cube, stretch it a bit, make it fit nicely onto the toothbrush - and then use the texture to make it look like a brush. :-)
