Commissioner Adeeba Kamarulzaman statement, during the 66th Session Commission on Narcotic Drugs
The statement was prepared in collaboration with among others, the UNODC, IAS, WHO, UNAIDS and INPUD. Its aim was to present the most important issues raised through consultations among scientists and community leaders on putting people, health, and human rights at the centre of the HIV response among people who use drugs. The statement was presented at the Plenary of the Commission on Narcotic Drugs on 15 March 2023 by Prof. Adeeba Kamarulzaman

    Omg I can’t believe someone is finally applying facts to their narrative that NONE OF THIS was ever about pain patients and their physicians but now it’s time to advocate for all the pain patients that lost access to & are denied life saving medicines because of the drug war moral panic NARRATIVE MISTAKES that caused physicians to panic and STAMPEDE towards cutting off and no longer treating pain patients legitimately in need of opioid pain medications. Disabled/Elderly/Veterans are the abandoned to torture “unintended consequences” of the subsequent “CRACKDOWN” caused by the false narrative that overprescribing for pain rather than diverted, illicit use was responsible for harms.

    I believe that it is the government's responsibility to recognize people all around the world will use substances that adulterate in one form or another regardless of laws that prevent its use. The government's subsequent responsibility after that acknowledgment is to provide safely regulated substances. This will open the door to the development of new social contracts about how and where these substances can be used. The fear that people will seek out these substances in large masses is overplayed, but should not be the deterrent that keeps people buying in an underground market where the risk and harm to society at large are much more deleterious. Developing a social contract for use will leave open opportunities to help people screen themselves for abusive use of substances, allows them to access services for treatment and medical services should they desire it, allows the government to accurately account for the amount of drug use, and types of harms in their individual countries. The time is now to move forward removing the power of the illicit trades in substances formerly prohibited thereby creating safer communities where we can truly focus on crimes against children, human rights violations, improving poverty and nutritional outcomes and a fairer, better world.

    Why are they not disusing the regulation of drugs? That would immediately stop the 'problem' of drug crimes. Making stuff illegal is what causes crime. Not drugs themselves. Stop prosecuting people for doing something that has no effect on other people or society at a whole. #EndTheWarOnDrugs so we can achieve #RiskReduction #HarmReduction EDIT: As I go along watching this here are some more concerns. The war on drugs is causing an increase in HIV BECAUSE they are forced to use illegal sources for drugs and paraphernalia. So this rise is still cause by current regulation. Stop blaming drug users for getting infected by current stupid laws. The argument is just proving how failed the war on drugs is. EDIT 2: I take some of my words back. Some of the participants in this discussion are actually heros. I wish more people would have discussions like this about drugs.
