It is unfortunate that Northern Ireland isn’t Irish but the population has been fully anglicised and even in proper Ireland only 40% speak Irish.
Unfortunately not. 40% *can* speak it, but the vast majority of those can speak it because of and only used it while in education. the amount of people that actually use it as their language of choice is far smaller, usually constrained to a few specific areas of Ireland, even in the Gaeltacht only 66% of people use it as their primary langauge. So about 2% of the population overall.
