The Pittsburgh District is one of seven districts that comprise the Great Lakes and Ohio River Division of the U.S. Army Corps of Engineers. A civil works district, we have an Army colonel assigned as District Commander, but our technical chiefs, functional chiefs and most of our more than 600 employees are civilians.
Like all Corps civil works districts, the Pittsburgh District’s boundaries are defined by the watershed basins for which we are responsible. Pittsburgh’s 26,000 square miles include portions of western Pennsylvania, northern West Virginia, eastern Ohio, western Maryland and southwestern New York.
Our jurisdiction includes more than 328 miles of navigable waterways, 23 navigation locks and dams, 16 multi-purpose flood damage reduction reservoirs, 42 local flood damage reduction projects and other projects to protect and enhance water resources and wetlands.

Wintery Lock Operations
Lock operators and maintenance workers shovel snow and continue to perform lock operations through wintery conditions at the Emsworth Locks and Dams, operated by the U.S. Army Corps of Engineers Pittsburgh District on the Ohio River in Pittsburgh, Jan. 8, 2025.
The Pittsburgh District operates 23 total locks and dams throughout the year in all weather conditions, including winter, regardless of snow and ice. The facilities provide lockages for approximately 50,000 vessels carrying 140 million tons of commodities annually along 328 miles of navigable waterways. The locks also provide free passage to approximately 22,2000 recreational lockages each year on the Allegheny, Monongahela and Ohio rivers combined.
The Emsworth Locks and Dams facility stands at the head of the Ohio River navigation system and forms a 24-mile pool on the three rivers around the city of Pittsburgh. Not only does Emsworth help create the beautiful vista around Point State Park, its role in maintaining a navigation pool is instrumental to the regional economy. The facility has been in operation since 1921, and it averages about 470 commercial lockages every month.
Lock operators and maintenance workers are just two of the many career opportunities the Pittsburgh District offers to 800 employees who specialize in a wide range of disciplines.

The pool above former Elizabeth Lock and Dam is running at barely 6.5 ft,mid channel since the demolishion of the Elizabeth Lock and Dam.Normal pool is supposed to be 9ft and it cannot be maintained at the pre demolition level...Barges are forced to lighten their cargo loads due to low water levels , raising the costs of the cargo they transport... We had barely 3ft of water, post dam breech , under our boat at MM27.5 in Bunola.Due to extremely low water levels up river from the former Lock and Dam.prior to the Fiasco removal of the Dam, we had 9ft of water under our boat... This is an engineering disaster, ruining private businesses in the pool between Charleroi L&D and The former Elizabeth L&D.... Private and public boat and fish commission boat ramps are unusable between, Elizabeth and Charleroi...We were forced to find a safe place to dock our boat in Deep water in Green County... I wish I could post pictures of the devastation to the marinas and the shoreline...There was a townhall Mtg in Monongahela ,Pa, this past Monday...in which the Army corps representatives were to attend to listen to the concerns of citizens, who own river front property,public officials, Marina owners and affected boaters ...the Representatives from the Army Corps never showed up at the meeting....I wish I could post pictures of the devastation along the shoreline and the riverfront properties that are affected... Something needs to be done to rectify the damage done to the businesses affected by the extremely low water levels...

Why weren't the public boat ramps fixed before the demolition? The only usable ramp is in Monessen and its barely unable. This was poor planning.
