They are called spoilers. They "spoil" the lift on the wing by interrupting the normal flow of air over the airfoil and are deployed shortly after touchdown (often by the computers when a "wheels on ground" signal is detected). The lift from the wings is dramatically reduced, allowing more of the aircraft's weight to settle on the wheels, which makes braking more effective and shortens the landing roll. They are used on almost all landings but are especially useful on low-friction wet or frozen surfaces. Ultimately it allows the use of shorter runways and reduces risk on landing.
