I think it would be a great idea. There is a what if comic where Spider Man trains under an assassin. He is basically Jason Bourne with spider powers.

Manhunter doesn’t need Hulk. He’s comparable in strength already, and has Professor X level telepathy, invulnerability similar to Superman, he can be completely intangible, and can look like anything he wants. People who actually read comics instead of just watching the cartoons know that J’onn is one of the most insanely overpowered characters of all time. If he didn’t have a fear of fire, he’d be unstoppable.

Imagine if Plastic Man and Green Lantern merged to fight crime. They’d be unstoppable. And would make as much sense as Iron Man and Venom. It’s like merging a Sword with a Sniper Rifle.
