You should be able to dial in your buoyancy after 20-30 local dives. If you are still having trouble after that, seek help from a pro at a dive shop. Other than your exposure suit, your mental state can make a big difference with your buoyancy. New divers are typically more anxious, breathing faster, and kicking improperly when trying to descend. They think they need more weight when in reality they just need to relax.
