Maybe you would get better buy-in from the enviro community if you started your discussion with a quick fish natural history and what's going on in the open water column (no structure, lots of drifting fish larvae, few predators, good nutrients), then ask what would be the ideal thing to put out there to increase fish populations. Your research suggests that it looks a lot like an oil platform...though the actual oil production does nothing for the fish, of course.
