The same thing happens to WYFM in Sharon, PA where at the middle of the night at random days, they air a preroll that says "This is a Required Weekly Test of the Emergency Alert System. This is only a test" and then playing literate static for about 5 seconds or so and then repeat the same message and static. There is also a postroll that says, "This has been a Required Weekly Test of the Emergency Alert System, as mandated by the Federal Communications Commission", which also repeats. And this sometimes lasts up to 2 hours, and there are no SAME headers at all.
