I'm assuming you're fairly new to drum tuning, take the moon gels off and learn to tune with an open drum. Small turns of the key, and always tune up to the pitch you want. Doing it the way you are will set you back years, when it comes to tuning. I wasted a decade doing the same thing. Patience and small turns. Learn to tune the bottom head, 90 % of the time, it's the bottom head that needs tuned.
