For us good tourism is about the tourists themselves we live in Rhodes Greece and as time passe we see lower income and low popular tourism from every bad Regions of Countrys or Citys getting drunk polluting being disrespectful have a bad behaviour in general and not spend money in small local businesses only the big hotels and their staff gain from those all inclusive. So i guess good tourism starts with well educated people that respect local communities and the places where they go as guests where people live all year long and don t act as colonisers in third world Countries when its time to pay a bill at the café or restaurant or cloths store and to complain about prices even when prices are cheaper than their own Countries just because they think that we are poorer so everything should cost a 10th of what we they would pay in their own Countries and by the way we also travel and know about prices in all over Europe and we don t get the same Welcome when we go in northern countries but we don t complain about prices but of how cold and condescendant people are. Maybe Good tourism is a utopia
