I'm going to guess the mailbox shelf is to leave a coin(s) because you don't have a stamp. I grew up in the 1950's in rural USA farmland far from any city and we would tape a coin to the envelope and leave it in the mailbox and the mailman would put a stamp on for us when he drove by and picked up the letter from our mailbox. In 1958 a stamp was 4 pennies, went up to a nickle in 1963
