From a purely legal standpoint, HOA 'security' has no authority to make a citizen's arrest unless the person in question has committed a felony in their presence. The fact that they even tried puts them in serious risk of facing criminal charges for illegal detention or even kidnapping.
It depends somewhat on the jurisdiction -- South Carolina grants security officers limited police authority when on property they have lawful jurisdiction on, but this is almost totally unique and security officers in general only have citizen's arrest authority. And even in South Carolina, security *does not* have legal immunity like police do, so if they make ANY mistake they are subject to full criminal and civil liability for their actions.
