The ATF has no Constitutional authority to make law, and this rule as well as the SCA is invalid under Article VI paragraph 2 since it is contrary to the US Constitution specifically the Bill of Rights. This unlawful abomination will result in the bloodshed of many more Ruby Ridges and Waco sieges if they are stupid enough to pursue it. Let the lawsuits and gunfights begin. Congress cannot pass law in violation of Article VI paragraph 2 or that law is invalid and it will have to be invalidated in court under these grounds.
