What an utter self-entitled snob. The works, which include a pedestrian footbridge amongst other things, are being done to improve quality of life for her local community. However, there isn't a risk of electrical shock as the charging cables do not have any electricity flowing through them until after the vehicle and charger communicate and determine that everything is ok. So you have one of two scenarios: you charge just fine, or it won't work.

A lot of second hand Tesla batteries and powertrains come from flooded cars that were declared totaled due to water damage, but the electrical components are well protected against water.

There is little danger because of the electricity. Other parts of the car might be damaged by the flooding...
