Tbh the only Gundam pilots I can see going to Rubicon three on their own accord, at least for one, are Jona and Mika. Maybe celestial being too but not until the PCA show up. Mika would be doing it under Orga's orders. But Jona I can imagine would arrive looking for Phenex/Rita, like maybe she came here to interact with the Coral and find a place to belong even if it's only for a little bit.

Speaking of Blitz’s family life I wonder if Tilla was disabled in some way, because she wasn’t able to escape from the tents when pretty much everyone else did, including Fizzy who was basically at the epicenter of the fire. So there may be more to Blitz’s trauma with his mom, maybe she was disabled at some point by an accident in the circus that was somehow linked to Blitz, for example a highwire fall while teaching Blitz and Barbie how to do an act that happened because she was saving Blitzo from falling. This could explain Buckso’s hostility to Blitzo even before the fire and how Blitzo apparently went from a dual acrobatic act with his sister that their mother seemed to be involved with to the clown routine we see him in when Stolas is introduced to him. Tilla being disabled would also make Blitz immediately running to find her more sympathetic even if he had seen Fizz. For him Fizz would have been badly injured but out of immediate danger while his mother would have been trapped in one of the burning tents.
