It does not mean that guns are banned, as the buybacks themselves are not mandatory. She is saying implementing the programs is mandatory for local governments.

I don’t believe in conspiracy theories, but with that being said, you are right Donald Trump was not prepared my eye, Donald Trump was not prepared.
