If you remember back during the fight in episode 3 of season 1 (at least I think it was 3), the first time Elsa gets hit with a huge ice attack, she manages to survive it by holding up her cloak, which then disappears. I think her cloak saves her from a single fatal magic attack. Which would explain why it's missing after Betty's attack.
