Thank you! For the running notes, I would play around with the rhythm, like in each four 16th-note group, I would play them long-short-long-short, then short-long-short-long. Playing it long-short-short-short and short-short-short-long is also effective! I would also practice the running notes slow with staccato throughout to get used to the clarity as they should sound crispy even when fast. I think like many other Chopin etudes, both voices/hands can and should sound like a melody when done separately, so one should not neglect the chords as they should be clear in shape and direction.
