From neuroscience to national security - Dr. Marika Landau-Wells (UC Berkeley)
Bio:
Marika Landau-Wells' research is broadly concerned with the effects of cognitive processes - including perception, attention, concept formation, and memory - on political preferences and behavior. Her primary research project investigates the ways in which the psychological and neural underpinnings of threat perception influence policy preferences, with a particular focus on national security decision-making.
Landau-Wells hold an AB from Harvard in Government, an MSc from LSE in Global Politics, and a PhD from MIT in Political Science. Prior to arriving at Berkeley, she was a Postdoctoral Research Fellow in the Department of Brain and Cognitive Sciences at MIT in SaxeLab.

Abstract: The Theory of the Nuclear Revolution (TNR) was developed during the Cold War and become something of a conventional wisdom among academics. Over the past decade, TNR has be criticized from multiple directions. What is its current status? Bio: Charles Glaser is a Senior Fellow in the MIT Security Studies Program. His research focuses on international relations theory and international ...
A Typology of State Strategies to Evade Asylum Norms - Dr. Stephanie Schwartz

Abstract: How do states avoid hosting refugees? This article presents a novel typology of state strategies to avoid providing asylum, demonstrating that just as rich democracies can feign compliance with the letter of international law without upholding the spirit, states in the Global South can design liberal asylum policies to achieve illiberal ends - but they must use the governance of refug...

In this book project, I investigate how government ceasefire offers have transformed the personnel and behavior of armed groups in Northeast India and Sri Lanka. The project employs innovative survey experiments among almost 400 prospective recruits in three conflict zones testing how government crackdown and ceas...

From where will the US get its raw materials for making chips? So, the US will start mining its own minerals? What's the time horizon if China implements a total ban on the raw materials for chip making?

Until we get serious about priorities, we will fail. To be clear, if you dump our resources and allow anyone but the highest merit to lead and develop, you are literally the enemy. Double clear: DEI, ESG, CRT, climate, et al. are more corrosive than anything else.

That was fascinating He has first hand experience as a former Prime Minister re elected a second time round. Unlike other countries who had a recession after the GFC. Australia did not because of Kevin Rudd as then Prime Minister. He has done alot of diplomatic work to maintain a friendly and respectful relationship with our Asian neighbours of Australia. He is fluent in Mandarin and was Australias most popular Prime Minister at the time. He is promoting peace. To do so he understands both sides and culturally appreciates and comprehends ways and means through diplomatic discussion. He talks alot but if you listened and concentrated on his train of thought he makes sense. He has thought this through very thoroughly. He is a brilliant man who has done the research and has first hand experience as an actual leader. Id be smug if I was him. Well done Mr Rudd there is hope for peace in the Indian /Pacific region. A leader w a brain is refreshing. Sadly not too many on those earth currently. I will read his book. He has solutions. A rare idea that is. Solutions or ideas. Wow!🧠💪👁

An excellent talk and Chris quoted that "The weapon factories in thirty years time will be data centres" and this is so insightful with profound implications. Chris was struggling to find an innovation curve that beat Moore's Law. I argue in the following talk that there is an example of more rapid innovation in the following talk "Introduction to Moore's Law on Open Source steroids" ua-cam.com/video/H0gg_biZoMs/v-deo.html

**Summary of Key Highlights:** 1. **Introduction and Context:** - **Speaker and Book Introduction:** Chris Miller, author of *Chip War*, explores the geopolitics, economics, and technology that underpin the semiconductor industry. The book focuses on the global competition for control over semiconductor technology. - **Background:** Miller began studying the role of computing power in military competition during the Cold War, particularly how the U.S. gained a technological edge over the Soviet Union. 2. **Semiconductors and Military Technology:** - **Historical Gap Between U.S. and Soviet Union:** The Soviet Union recognized the importance of computing in military advancements but couldn't match the U.S. due to production challenges, despite having smart physicists and substantial defense budgets. - **Current Geopolitical Landscape:** The struggle for technological dominance continues today, especially between the U.S. and China. Semiconductors remain crucial for military applications and economic security. 3. **Global Semiconductor Supply Chain:** - **Concentration and Vulnerabilities:** The global semiconductor supply chain is highly concentrated. Taiwan's TSMC produces 90% of the world's most advanced processor chips, while Dutch firm ASML dominates the extreme ultraviolet lithography machine market. This concentration poses significant risks in the event of geopolitical instability. - **U.S.-Led Internationalization:** The U.S. government has historically worked to bind key allies and partners (Japan, South Korea, Taiwan) into the semiconductor supply chain for strategic and economic reasons. 4. **China’s Industrial Policy and U.S. Response:** - **China’s Ambitions:** In 2014, China launched major initiatives to reduce dependence on imported semiconductors. The government poured billions into domestic semiconductor production but continues to lag behind global leaders. - **U.S. Strategy:** The U.S. implemented the CHIPS Act to boost domestic production and R&D while restricting Chinese access to key technologies. Export controls target both software and machinery tools required for advanced chip manufacturing. 5. **Future Risks and Military Implications:** - **Supply Chain Risks:** Disruption in Taiwan could paralyze global electronics manufacturing, affecting smartphones, PCs, cars, and more. Military systems, increasingly reliant on computing power, could also be affected. - **China-U.S. Competition:** China is trying to catch up technologically, but exponential progress in semiconductors remains challenging. The U.S. aims to widen the technology gap to maintain its advantage, particularly in AI and military systems. 6. **Industry Structure and Innovation:** - **Oligopolies and Innovation:** The semiconductor industry has unique barriers to entry due to high R&D costs and rapid innovation cycles. Despite the oligopolistic structure, there is still significant innovation, particularly in chip design and specialized components. 7. **Final Takeaways:** - **Complexity and Importance:** Semiconductor manufacturing is the most complex manufacturing process in human history, requiring precision tools and specialized software. - **Global Influence:** Control over semiconductor technology directly influences global economic and military power. Competition between the U.S. and China will shape the future of computing and technological leadership. Overall, Miller emphasizes that semiconductors are not just another commodity but a strategic resource pivotal for the balance of global power.

USA and western world would benefit a lot from democratic Russia. Helping Ukraine to defeat Russia can further this goal - Russia always had major revolutions and changes of power after losing major war. At the same time Samuel Charap seems to further Russian goals more, in my opinion he is russian asset - knowingly or unknowingly. PS: you have typo in title: "In Ukraine: Are we moving to an endgame? - Samual Charap - RAND Corp." it's Samuel Charap not Samual.
