"buildings are very old" is not he right way to describe the architecture you see, as "old" buildings can be very exotic and gorgeous. What you need to say is that the buildings are VERY DEPLORABLE and in need of refreshing and refurbishing / repair. Old buildings can be wonderful if they are cared for. So the country needs to upgrade the cosmetics of its buildings / streets / etc. The government must work toward that or the people who owns those buildings.
