There is some society only provide the examination for CGSB. No private institution fully operated

No. Level 2 can sign the reports if not spcial request from client.

Yes, You can apply but after cgsb level 2 have to wait for serval months for cgsb level 3 as per cgsb 48.9712

Need practical hours of experience as per their requirements. But you can pass exams and submit experience than will provide certification
