Mysterious Rock Houses Deep In The Nevada Desert - Why?

That's the question...among others.
Why are there two old rock houses deep in the Nevada desert?
The only information I was able to find, granted I didn't dig too hard, were a few possibilities.
Houses were built by the CCC in the 30s or early 40s, that's the Civilian Conservation Corps. Why there though?
Miners built the structures?
The structures were used to seclude a Nevada politicians mistress in the early 20th century.
Well, maybe it was a little bit of everything...
