That mounting is EXTREMELY inneficient.... Your 4090 is "basically touching" the CPU tower cooler... so both of them (The tower cooler and the GPU itself) are radiating an ENORMOUS ammount of heat to each other..... Mount that gpu sideways and i bet you will see your temps on both gpu and cpu improving ;) P.S. - WTF is with that title?????????? That is not a transparent case.........
