But equally important is having a strong and independent judiciary that prioritizes the needs and interests of people.
President Kagame shared Rwanda’s journey of justice system reform after the Genocide. The country made deliberate choices, recognizing that the rule of law is fundamental for peace, security, and development. One notable achievement was the ban on plastic bags, which significantly improved cleanliness and resource management. Additionally, Rwanda has actively conserved its national parks, recognizing their importance for biodiversity and local livelihoods.
Wildlife crimes, often involving cross-border criminal networks, threaten endangered species and national security. President Kagame stressed the need for close collaboration with law enforcement. Independent and experienced judges play a critical role in protecting the environment and ensuring justice.
He concluded by urging conference participants to address the growing challenges of judicial corruption and case backlogs. Trust in the justice system is essential for its legitimacy, allowing courts to uphold due process and respond impartially to disputes1.
