It's resonance. It has to do with the length of the cords connecting it to the bar, the weight of it etc. The air is never perfectly still and so a very tiny movement grows into a large one with a lot of momentum that keeps it swinging. It seems magical but it's a perfect equilibrium that any interference will collapse.

My outboard will start idle and accelerate if you pull on the carb. But if you use the twist throttle it dies
