The American River Parkway Foundation held its annual Spring Clean-Up at 10 sites on April 15, 2023. 784 incredible people volunteered their time to pick up an astounding 21,410 pounds of trash from the Parkway!     Most people are afraid to go to the American River Parkway because they don't want to be around mentally ill meth-heads. It's already destroyed, how sad!!! In the 70's i would go bike riding with my family and day hikes. Glad I have the good memories of when the parkway was beautiful and clean. This is such a shame!

    It's really not that complicated. Remove them all from the parkway. Then have police do a daily sweep up and down the parkway and remove anyone attempting to camp. That's what Santa Rosa does along their creek trail.

    Cities misinterpret Martin v. Boise, can't stop homeless from camping but there are set hours it at 10pm to 6 or 7am you wake them up and say take your belongings and move along. Constantly enforcing with cleanup crew behind that voice would prevent large camps, hoarders, and the garbage accumulation. Those who don't like the constant pressure would leave the parkway. For tweakers, start enforcing drunk and disorderly conduct. Regular ranger, sheriff, and clean up crew pressure on all fronts! Right before Covid, there was an ordinance passed that said it's unsafe and unlawful to camp between the levee prisms and this was also outside the 9th circuit case as it's a life safety issue. I really hope they clean it up, what's happening and is criminal and must stop being allowed to happen. I've stopped going to areas below river bend due to sketchiness and encounters I've had off trail during daylight hours.

    It is pretty bad…. The garbage is the main issue … why do we allow encampments to establish here? Have u guys ever seen the provided semi trailer dumpster there on that 2 lane path across from the float rental sunrise just where the bridge ends…that thing at all times is over half full…. Humans suck,,,but hey I do have a solution for us ,recreational, non destructive persons wanting to enjoy the river…. It’s an insanely good trick and I prob should not say it for risk of becoming no longer …. What I do is I go to negro bar….. it’s amazing. There’s zero of the issues at hand happing there….it’s clean , it’s nice. , all the people shave and pick up after themselves that got there…..your welcome

    It seems that the sheriff should be addressing the illegal issues that this group of people are inflicting on the parkway. The debris, drugs, needles ect. put everyone at risk. We all need to call and report any incidences that we see and take a more personal concern with regard to protecting our parkway.

    Nobody wants to enforce the laws on the books any more, it has become old fashioned. Until we return to a law and order society this and other problems (crime) will continue to thrive. Demand more from our so called leaders.Take a drive along Roseville Road the backside of The Golf Course and all the camping there. Why do we need Park Rangers and Sheriff Hot Team officers if they wont't keep this cleaned up. Where's the Outcry from our State and Federal EPA'S? Start laying off or cutting the pay of those responsible for this and you would see things turned around in a hurry.

    Bushy Lake was wiped out after fires this summer; Local colleges have spent years securing grants and spending thousands of hours at the site replanting the habitat of western pond turtles as well as other activities. There is so much going on in our community related to active camping/nomadic living.

    I would walk that trail near Rancho access. Before everything changed. I have pics Ive taken where Ive discovered many beautiful things there. Like the bird houses the flora and fauna the people, the positive energy. We need to take it back. I currently live in Fresno due to life. Im trying to get back to Sacramento and first thing Im gonna do is walk the path. I so miss it. We dont have anything like that. That I know of here in Fresno. Peace Love and Harmony.

    This is definitely a cultural issue of mental health and drug addiction. I wish the campers could simply "pack it in, pack it out," but it's not that simple. They do it because they are allowed to... not much enforcement going on. Plus Covid restrictions on removing these people.

    I care for a couple of miles of trails up at Lake Natoma and we see homeless people camping here too. There are two that live there that have for a number of years and they take care of the area well enough. They both have mental illness and maybe do drugs too. One of these two has expressed a desire to get off the trials and I am trying to get him connected to the local HART group that just was created. I have developed rules for dealing with campers. If they light fires in the dry season they get reported. If they leave a bunch of trash around they get reported. If they have stolen stuff in their camps they get reported and if they leave drug paraphernalia around they get reported. I clean up camps if they are not occupied quickly. I'll watch them for a week or so and if stuff does not move, then I bag it up and pack it out. I don't mess with camps that have bedding or personal items that are obviously being occupied. I talk to the homeless people on the trails just like I talk to any other person I encounter. Most of them have drug or mental illness and as a society we are doing a really poor job of getting these people connected to services. We vilify homeless people on social media but most of the homeless I encounter need someone to help them. They will never get off the trails without support. I'm the first to say that many of these people need to be involuntarily committed and have a guardian assigned by the court to make care decisions on their behalf.

    I agree "nomadic citizens who enjoy camping at the river" are the people living there. They are not homeless so we need to stop using that word because it is offensive to the truly homeless people. They refuse going to shelters (which do exist) because they are happy there. They get to live in groups with their friends, access their favorite habits, and continue to not get treated for their mental problems (it's widely understood that mental illness is associated with lack of compliance with medical treatment)! Building shelters is nice but then you must get the people who camp in public spaces to live there! How do you get them to go live in shelters? How do you get them to agree to mental health care and take needed psych meds? Perhaps not giving public assistance funds, social security disabililty etc, to people who are not actively and verifiably living in shelters would offer incentives. Shelters should provide REAL mental health care and members should be held accountable to treatment plans. No funds for the nomadic campers, that should be a starting point.

      There's a lot to unpack here but just to get down to the point about the shelters, regardless of your opinion, the numbers of the situation simply do work in a way that if everyone DID want to go to a shelter, they could. Sacramento has a community of nearly six thousand homeless, and from all the information I could find, the total available number of beds is approximately 1500. With current systems in place the logistics of helping this population just don't add up at the moment.

    The parkway is a great place to relax and enjoy, especially bike riding. The video is too kind toward the who are destroying it. Why not move the drug infested illegal residents to the front yard of the judges who inhibit removal of these folks.

    I don't even think of going to parkway anymore. I don't feel safe with all the homeless living there and the trash all over. Such a shame this is just getting worse. I feel like its lost forever

    It is hard to enjoy the parkway when you don't feel safe and are concerned about water quality when kayaking. How can you teach people to respect what they take advantage of? The county needs to re-enact the laws that make it illegal to camp on the parkway...and have tents, etc.

    If you tolerate the destructive behaviors and that destroys the parkway. Shouldn’t we stop tolerating it! Is littering, illegal dumping, Arson, public intoxication illegal? Let’s vote on a Sheriff task force. “Nomadic Camper” loving the river with his fecal matter. The result of this kind of thinking and policy failure is self evident. Some of these stewards need to Go!

    Beautiful video. We love going to the parkway and discovering new trails, but now those trails lead to encampments, so we can't explore anymore.

    Great presentation. Agreed, it’s methamphetamine and drug addicts and mental health sufferers are not immediately and compassionately attended to, they’ll definitely wipe this place out.

    The video didn't address this, but I will. You can't fix the parkway until you fix the law. In 2018 the 9th U.S. Circuit Court of Appeals ruled in the case Martin v. City of Boise that cities could not prohibit homeless people from camping in public places unless they had adequate shelter available. If you wanna solve this problem you have to have shelter. Not because these people will want to live in a shelter (I wouldn't) but because legally they can't remove these folks until it's available. Either the 9th circuit decides differently or you create more shelter. Those are the two options.

      This has been a problem on the Parkway for long, long before the 9th Circuit ruling; hell, the problem became national news well over a decade ago when Oprahs channel did a feature on it.

      @@oliaziz that's not the point. As I stated, it's not because people will live in the shelter, it's that having available shelter space is legally required for the county to take action and move homeless off their property- the American river parkway.

    My use and enjoyment of the Parkway has been impacted by this issue. I take my kids and other families there, and it does not feel as safe or sanitary as it used to. -Mother of a Jr. Parkway Ranger

    Outstanding presentation. We have to face up to this. It's not just the parkway. Just drive down Marconi or visit any major intersection. Today we are being sold the idea that we must view everything in terms of groups rather than persons (critical theory 101). Each of these persons are also natural treasures. Hopefully we can start here in our own county to lay aside the useless national and state political kabuki and get something done. We have to work with people one at a time.

    I live 5 mins from here, and come all the time to study the plants. Every year a new spot is go to either see native lupine , California Pipevine , native milkweeds etc has become dangerous. Where native plants and wildlife once lived , is now tents , brunt , or trash. It’s depressing, we have this whole city , and decide to trash one of the last beautiful nature spots around here.       So true. Homeless need somewhere to live? There aren't fields and parking lots and vacant buildings? Once we destroy the parkway, it's not coming back. The parkway is our heritage.

    I love the Parkway - see it as a local treasure - and these meditative videos are beautiful, truly calming, and as is nature, they bring healing.They will be particularly lovely to watch and be with in winter weather when we perhaps may not be able to be physically on the parkway. Thank you.
