I personally think Joel and Arthur are at a standstill. While Arthur has more accessibility to resources and weapons, Joel definitely takes IQ, BIQ, and experience. You have to remember that while Arthur lived his life in a gang, Joel lived half of his life in an apocalypse where human civilization is on the verge of collapse and governments are basically non-existent. Everyone who isn't living in a quarantined zone is almost guaranteed to try and kill you.
