Latitude refers to the north or south cardinal distance between 2 points and departure (not longitude) refers to the east-west cardinal distance between the same 2 points. Cosine bearing angle times distance equals latitude, N is positive, S is negative. Sine bearing angle times distance equals departure, E is positive, W is negative.

Hi. May I ask why you didn't use 340 for solving the no. of bars?
The dimension of the column itself is 340mm, which is not used to determine the number of rebars. The equation for determining the number of rebars is Ast/(π/4)(dia. of main)^2, where the diameter of the main rebar is specified according to the NSCP (National Structural Code of the Philippines).
