When Sora gave Ventus shelter in his heart the influence of Ventus's heart shaped the making of Roxas. But it could also be seen as a paradoxical stance between Sora and Ventus as they were always intertwined being that Vanitas looks like Sora. Neither came before the other, they were simply always meant to be each others half. There are just two sets on each side now. Natures way of balancing the perspective dopplegangers or vessels, Sora and Ventus in the "light", while Roxas and Vanitus are in the "dark". You could even argue that this is essentially the ideal of Reincarnation. Sora was Ventus's next life, his new beginning from his previous life. Just as Ventus said in KH3, "you were my second chance."

Ventus is in Sora’s heart dormant. When Sora gave his heart to save Kairi he became a heartless. As explained in Ansem’s reports, when a heartless is formed a Nobody is also formed. Roxas looks like Ventus because Ventus’ heart is in Sora. So Sora becomes a heartless and the half of his heart that is Ventus makes Roxas.

DragonGod Aaron no actually. Sora was actually just a delivery boy to deliver the keyblade to riku. Sora proved that he has a stronger heart than riku which prompts the keyblade to switch its ownership from riku to sora. While riku inherited the ability to wield the keyblade from terra, Sora actually earned his right to wield it.

@@Luke97action yes but sora only has potential but was never given the chance to participate in the inheritance ceremony. Ventus being in soras heart gave the ability to weild the keyblade with ventus's heart being the medium by which it was summoned to his hand. Riku was the chosen key bearer but proved his heart unworthy and full of boundless darkness. When sora poved his heart worthy of the key to the realm of light it did indeed choose sora as it's true master and in doing so awakened the potential in sora's heart giving him the power to hold the keyblade as his own. But ventus is the initial reason he was able to hold the keyblade.

This cant be the case as roxas is a nobody specifically soras nobody but with ventus's heart making his appearance similar to ventus but still shares some of soras prominently apparent features such as the brown eyebrows and the realy faint ring around the center of his blue eyes. Plus he has sora's fragmented memories even without soras heart hes also an almost entirely blank slate the way he became a nobody caused this effect without soras will he is practically a completely new person developing his own emotions and a very unique personality. Ventus was always a follower but roxas forges his own path.
