It is based on a plainsong tune which are characterised by irregular metres which vary throughout. Consequently, it wouldn’t have the right feel to keep a regular time signature. Hope this answers your question.
Nice piece, Im still learning much in terms of style and engraving. What's with so many time signature changes what is the actual purpose of so many?

I know they are not soft stops as it is computer generated and I cannot choose 8fts on the score writing programme. You can select them when you play on a real organ!
