Yes and no. The riot shield honestly isnt really the issue anymore. It does play a key part to the issue though. The real issue is the melee mechanics. You start meleeing people, it drags your character closer to them even as they run away. So even when running, you cant fight back against a busted ass game mechanic. Hence why shields make it harder to deal with.
